Port Deposit Man Charged with Rape, Murder in Kami Ring Case

Maryland State Police filed charges against Richard Madden on Thursday.

Richard Madden, 29, of Port Deposit, has been charged in the death of 10-year-old Kami Ring, police said.

Madden has been charged with first- and second-degree murder, first-degree rape and first-degree assault after the Charlestown girl was found dead Monday, according to a statement from Maryland State Police.

Madden, who lived at 176 Waibel Road in Port Deposit, was one of three residents in the home where Kami Ring was staying when she went missing Sunday night. Police said Thursday that there was no biological relationship between Ring and the residents of the Waibel Road home. However, Madden was the son of the pair whom she considered her grandparents.

The cause of her death was blunt force trauma and asphyxia, police said.

"Biological evidence linked Madden to the murder of Kami," police said in a prepared statement, evidence they said was gathered in the field where Kami Ring was found, 60 yards from the Waibel Road home.

Madden was taken into custody June 11 on drug charges and held at the Cecil County Detention Center for "violating his probation stemming from drug charges," police said.

Maryland State Police said that charges against Madden were filed at 5:30 p.m. Thursday in the death of Kami Ring.

Police said a motive is unclear.
